SUPERVISOR SPIEGEL WELCOMES NEW SECOND DISTRICT CHIEF OF STAFF AND DEPUTY CHIEF OF STAFF

pPhil Paule, Chief of Staff - On August 2, 2021, Supervisor Spiegel welcomed a new Chief of Staff, Phil Paule to the Second District. With a career spanning more than 20 years, Mr. Paule has extensive experience in local and regional government, having previously led the offices of both Congressional and County representatives. ”I am thrilled to be joining Supervisor Spiegel’s team. I look forward to working with the County of Riverside and our regional partners to continue serving the residents of the Second District,” said Mr. Paule.

Mr. Paule has served fifteen years as a Member of the Board of Directors of the Eastern Municipal Water District, in Southwest Riverside County. A longtime resident of Riverside County, he and his family enjoy traveling and spending time with their two teenage children.
 
rDeborah Rose, Deputy Chief of Staff - Supervisor Spiegel is excited to have Deborah Rose accept the position of Deputy Chief of Staff for the Second District. Ms. Rose will be working alongside the new Chief of Staff on executive management and furthering development of the legislative platform. Additionally, Ms. Rose will continue to serve as the Health & Human Services Policy Advisor for Supervisor Spiegel, managing constituent and policy issues related to the following departments: Behavioral Health, Child Support Services, Correctional Health, Fair Housing, Housing Authority, Public Health, Public Social Services (including the divisions of Adult Services, Children’s Services, Self-Sufficiency, and In-Home Supportive Services), and the Riverside University Health System. Ms. Rose is also the liaison to the cities of Riverside and Jurupa Valley.

Ms. Rose joined the Second District team in January 2019, after more than twelve years of experience working for Retired Fifth District Supervisor Marion Ashley.
